Covid pandemic: Condition of the Dairy Industry

Established in 1946, Amul, which started from the Samarikha village committee in the Kheda district, is currently giving competition to large multinational companies (MNCs).

As of today, the Milk Cooperative Society of Bihar, which is selling its milk under the brand name ‘Sudha’, has also gone far ahead of Parag, the government dairy of Uttar Pradesh in business.

The COVID pandemic brought with it all the sorrows as well as some social and practical wisdom. It also gave the vision to examine how in the absence of proper administration, the benefits of government works do not reach the general public.

We are talking about the government dairy of Uttar Pradesh. In the year 1917, the first ‘Katra Milk Production Co-operative Society’ was established in Prayag and since then Uttar Pradesh has come to a position that the operation of the Varanasi division has been given to the National Dairy Development Board.

It should not be surprising if the entire state is given in future.

On seeing the dairy of my village located in eastern Uttar Pradesh, I was surprised that why the government dairy has not ended till now.

As far as registration of cooperative milk society is concerned, it is difficult to get registered if you do not have a personal relationship due to paucity of personnel.

For registration, so much paperwork has to be done that a normal farmer cannot do without the help of the department. Don’t know why so much paperwork is taken in registering the society?

Then the most important task begins to buy milk and deliver it to the plant. If we look at the village level, farmers initially mix water in milk due to excessive greed, due to which the quality of milk ends.

Even once it is curbed, the tantrums of the plant start. For the first time, ‘Dustbean Milk Testing’ was experienced on the lines of ‘Dustbean Pathology’.

The fats and solid-non-fats found in milk at the Milk Collection Center are reduced during the measurement on the plant. Solid-non-fat milk also varies with temperature.

This math is not known to the common farmer, due to which he has to suffer. If the temperature of the milk is measured by increasing or decreasing the temperature, then its solid-non-fat changes.

Only the man of the plant knows this. If the measuring instruments of the committee and the plant are not identical, then the loss of the farmers is certain.

The result of this whole process is that either the farmer indulges in corruption and sells milk outside or feeds money to the employees of the plant or closes the business of milk.

Although this can be cured by political pressure also, in such a situation the farmer will have to become the hanger of the concerned leader.

This is the reason why farmers of the state, especially in eastern Uttar Pradesh, have started giving their milk to private dairies, apart from government dairies.

As a result, despite being a leader in milk cooperatives and milk production, Uttar Pradesh is on the back foot today.

Only an aware and committed administration can solve this problem. Today Amul is setting up its plants in Uttar Pradesh and we are dismantling the local committees.

Right now the Varanasi division has been given to the National Milk Development Board, other mandals will also follow more or less the same path. It is wrong to say that officers of the Indian Administrative Service are kept on a higher post in this, hence this situation.

In the Amul and Sudha plants of Bihar, officers are kept from outside on the above posts. In fact, till the time the posts are not increased at the lower level, their responsibility is not fixed, then this problem will remain.

The entire system should be transparent and farmers’ problems should be resolved quickly, only then the government dairy of the state will be successful. Otherwise, Amul and Sudha along with the private milk dealer are ready.
